DUBAI SUPREME COUNCIL OF ENERGY

The Dubai Supreme Council of Energy is responsible for ensuring the supply of energy to the Emirate of Dubai, overseeing the effective planning of the energy sector, organising the rights and duties of energyservice providers in enhancing the cost-effectiveness and quality of the services provided to supply energy, rationalizing the use of energy and ensuring environmental sustainability.

The primary focus of the council is on energy sustainability for the Emirate in line with the rest of the UAE , the region and the world. Member organizations of the council include Dubai Electricity and Water Authority (DEWA), Dubai Aluminium Company Ltd. (DUBAL), Emirates National Oil Company (ENOC), Dubai Supply Authority (DUSUP), Dubai Petroleum Corp., Dubai Nuclear Energy Committee and Dubai Municipality (DM). The Council is chaired by HH Sheikh Ahmed bin Saeed Al Maktoum and HE Saeed Al Tayer, Vice Chairman of the Supreme Council of Energy.

The Council also has a Secretary General and an Advisory Committee from a competent and specialized workforce. The council has the full support of the Government of Dubai for the governance of the energy sector. The government also shares the Council’s quest to secure energy for continuous sustainable development.

Dubai Integrated Energy Strategy 2030

Under the visionary guidance of HH Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, the Dubai Integrated Energy Strategy 2030 (DIES) was deployed in 2011 to set the strategic direction of Dubai towards securing sustainable supply of energy and enhancing demand efficiency of water, power and fuel. The Dubai Supreme Council of Energy is the governing body tasked with planning and coordinating with concerned authorities and energy bodies to deliver new energy sources while employing a balanced approach to protecting the environment.

The Dubai Supreme Council of Energy’s Strategic Priorities

The Dubai Supreme Council of Energy has set a dynamic strategic direction to achieve immediate reduction in power and water consumption. A balanced approach is employed to drive feasible renewable energy projects while developing the regulatory framework and adaptation of technologies.

Policies and Governance

  • Manage pricing to influence community consumption behavior
  • Develop and execute financial mechanisms to drive DIES 2030
  • Identify and drive policies and regulations

Demand Management

  • Implement demand abatement and energy efficiency measures
  • Evaluate energy consumption and develop intensity mapping
  • Evaluate and introduce abatement technologies for water, power and fuel

Supply Management

  • Secure long term gas supply through Dubai Integrated Gas Strategy 2030
  • Streamline demand growth rate and supply forecasting
  • Diversify fuel mix by adding solar, clean coal, nuclear and other renewable sources of energy.
